Procedural History is usually minimal and most of the time irrelevant to the ultimate importance of a case; however, this is not always true.
This chamber may approve the bill as received, reject it, ignore it or change it. Congress may form a conference committee to resolve or reconcile the differences between the House and Senate versions of a bill. If the conference committee is unable to reach an agreement, the bill dies. If an agreement is reached, the committee members prepare a conference report with recommendations for the final bill. Both the House and Senate must vote to approve the conference report.
This means the defendant agrees to have the trial after the required deadline (also known as “waiving time”). But even if the defendant waives time, the law says the trial must start within 10 days after the trial date is set. It is very important for defendants to get advice from an attorney before they waive time. Because defendants have a right to a speedy trial, the prosecutor must generally file charges within 48 hours of the arrest when the defendant is in custody (in jail). In the House, the speaker appoints three or five representatives, and in the Senate, the Subcommittee on Committees of the Committee on Rules and Administration selects the same number of senators to form the committee. The committee meets to work out differences in the two bills and to reach a compromise. If you say there was not enough evidence in your trial to justify the judgment, the appellate court will review the record and decide if there was substantial evidence to support the judgment.
What are first, second, and third readings?
Every year, a Budget Bill is introduced by the Scottish Government. It authorises public spending for a financial year (1 April to 31 March). It follows a slightly different parliamentary procedure from other Public Bills. If the Bill is passed, it is normally sent for Royal Assent after about 4 weeks. Royal Assent is when the Bill gets formal agreement by the King and becomes an Act of the Scottish Parliament.

Most often legislators make amendments to bills when they are being considered in committee. Committee members are usually well-versed in the subjects of the bills, and they have the time at this point to consider making changes.
